I read something about how you're supposed to have less air in the tires for one...

Well, most likely you will have some air come out as you try to check it. The better you are at keeping your hand fast and steady, the less air you will let out. The best is when you only hear the air come out for only a few milliseconds, but either way it doesn't matter too much. Use either a digital or dial gauge to check the pressure. I don't trust those stick things.

Also, I think it's better to go by the recommended psi on the tire itself strykernyc.

The recommended PSI for most Accords is 32, I personally run 35PSI. Just do whatever it takes all year long to keep it there. I doubt that through regular driving, potholes, etc, you'll need to take any out. Normal driving along with temp changes does let some air out very slowly over time. I never recall having to let air out of my tires in the spring or summer.

Once the tires are at operating temperature does it matter that much?

Think about your physics/chem and the gas laws. Heat makes it expand, so in summer drain some out
