The rev limiter would never be able to catch that. It doesn't stop anything from spinning, it just prevents you from overrevving the motor under acceleration. If you downshift at redline, everything is spinning extremely fast...if you are accelerating, it hasn't reached that rotational speed yet, and can prevent you from doing so.
