the outline tool is there..
but illustrator has grouping and u can jump from group to group easier...
rather than working on the same layer or making tons of layers for an outline
theres no need for airbrush either...u can use the fill when ure outlining...gradient is nice if u know how to use it

As far as Maya, I don't think it's as easy as importing the 2d lines into 3d and rendering it. You have to create the rest of the car, connect nodes, round edges, etc. It would be more like a template to create the model.
