Well if they don't have illustrator they can use the pen tool in PS, and airbrush the paint.
they still can use it in PS...
the outline tool is there..
but illustrator has grouping and u can jump from group to group easier...
rather than working on the same layer or making tons of layers for an outline
theres no need for airbrush either...u can use the fill when ure outlining...gradient is nice if u know how to use it
