Seriously, at least attempt to file rape charges with the municipal police dept. This will bring their entire family under scruitiny from law enforcement. He may just buckle under the pressure...

I sincerely hope things improve for your sister and your family, and that either the law or kharma will catch up to the perpetrator of this crime and deal with him accordingly.
