Default H22a Timing Nightmare

Ok everyone, tell you a little about my car before i tell about all this.
I've got a 92 hatch with a jdm H22a in it. I have Skunk2 cams, gears, i/h/e/ flywheel, dss axles, and alot of other stuff, but to the point.
Before i took my car in to get my cams put in it ran great with no problems. After i got my cams put in my timing belt rubed on the inside of my valvecover and broke and didnt bend any valves.
So i had the side cut off, timing belt changed, and the tensioner changed, and the belt still rides out to the outside of the camgears far enough that it hits the balance shaft pulley off the crank. WTF if makes the GRRRRrr noise that everone hears and my brand new tensioner even went bad.
Ok, now i had the tensioner replaced again, and not the whole car vibrates when the motor is on, and its still rubbing on the pulley.

WTF should i do? ive been going through this sheet for months now. I just want it to be over with. Any help would be great.

that current vibration by chance due to something now wrong with the balancer shaft and or pulley? All I can offer bud, sorry, and sorry for the $hit luck, I'll keep my fingers crossed for you.

Dude, i appriciate the crossed fingers, i really hope i can get this fixed.
Its got to the point where i just want the part to fail so i know what it is. Im a mechanic and im stumped.
The belt seems to ride to the outside of the cam gears no matter what, and the belt vibrates when it goes from the exhaust cam to the crank pulley about half a inch maybe more when its reving faster. All i know if this belt movment is caused by it rubbing in the balance shaft crank pulley and its pissing me off. I doubt that it it the balance shaft pulleys are anything to do with it because upon inspection seem to be in the right place.
The only thing out of place is the belt itself. Im thinking maybe the tensioner pulley is the problem or something...****
oh well im thinking about just having the whole side of the motor torn apart and/or replaced.
still if anyone has had this problem, please let me know what fixed it
