How do I buy a car with no title

if you are buying it for track time only - then get it and don't worry about getting a title

if you are buying it to register and drive it on the roads - pass it up as it's not worth the effort

if he wants to sell it he must produce a title and sign over the title to you. there are other ways but they're tremendously more complicated and not worth the hassle if in fact he just lost the title. If he has already flagged it with the DMV, all he has to do in most DMV cases is fill out the form and present 2 forms of ID and the DMV will print it out on the spot. tell him to stop being fucking lazy.

that story would lead me to believe that something is not legit about his ownership of the car.
