i'd probably go for a 2.3 liter accord-- i always enjoyed my 96 ex with nearly the same engine
I bought a 99 Prelude as my first car (that I bought...I drove a 89 Accord for about a year). It is truly a great car. The insurance isn't too bad, as it is only a 4 cylinder, so it is not considered a full sports car. It is fun to drive and is quite unique (you don't see them nearly as much as you see accords or civics). Honestly, you are good no matter what Honda you get...

V6 models have transmission problems (expect the tranny to go about 150K)
As a 2000 Si owner:
+ Responsive handling
+ More power than stock Civics
+ 8000 RPM redline (trust me, you'll use it more than you think)
+ Lots of parts available, OEM and aftermarket
+ Pretty nice transmission
+ Can be had for $10K
- No low end torque (which is fine for racing, but a bear on the street)
- Requires diligence on your part to keep it from being stolen
- Interior is meh
- Finding an unmodified or unbeaten on one is difficult

just to jump off the band wagon, I would also throw out the mazda3. It is right up there with the civic. Some people would say it gives you more bang for the buck than anything in its class.
