deffinently go with turbo cause with ls/vtec you only get like a 4th of the power as you would get with like 6 or 7 psi of boost with a turbo, but they cost the same amount once you are all done with and complete with the project

How old are you?
Unless you're going turbo or juicing, $3,000 isn't going to make you go vroooom. You can go ahead and get LSVTEC/engine swap/crvtec or whatever, but at the end of $3,000 go out and race one of your buddies in his stock gsr and see what happens. You'll go farther with a turbo kit, although like I said earlier, 3 grand is pushing the envelope. What bbbradley was saying is that it's pointless to make your car faster if you don't know how to drive it at the limit already. Half of the street racerz who crash the hell out of their precious rides strapped on a turbo the second they got their license and couldn't handle the power (both driver and the car).
Which is why I recommended doing suspension first because you'll actually want to learn how to drive after you realize how competent your car is in the handling department.

My advice if your young, take the money and invest it in something better than the car, like mutual funds. I started doing that when I was 20, putting away a car payment a month. Today I'm 24 and already living substantially better than friends who made more than I at 20. Once you got real money to burn, then start dumping it into a money pit like a car. You really should have regular unneeded income to do this kind of thing. Stating "I'm getting 3 grand, what should I buy?" doesn't lend itself to impressing us with the idea that you are in that kind of finacial situation.
Oh yeah, one more thing. The reason you can get a b20 head for $200 is because no-one wants the damn thing. Hell $200 is a ripoff in the used market.

Anyway, it's hard to tell someone young to take their 3 grand and invest it. Well, it's not really hard to tell them that, it's just hard to convince them to do it. Hell I wouldn't.
Since you don't say you have mods I assume your stock so I'd go ahead and get lowering springs, performance shocks, camber kit, wheels, tires, intake, header, exhaust, some tools and the factory service manual.
