$3,000 is not going to make anything go VROOOM. It will only make things go BOOM.
To make something go VROOOM (particular a honda-acura) you'll need a constant flow of funds (oh, let's say, a part-time job). There's no way you're going to drop $3,000 and be done with it.
Now if you had instead stated "What's a good LSVTEC or all-motor setup for under $3,000" then you probably would've gotten a much better response. Furthermore, had you done a search, you would've come across a huge thread that had an in-depth argument of why $3,000 by itself would not be enough to turbocharge your car safely.
If I were you I'd follow trouser chili's wise words of wisdom. You'll eventually reach a point where you'll be able to drop $$$ on serious power modifications and have enough room for error (aka. engine rebuilds).
So with that said, let me throw a question back to you. What do you want your car to do? Sorry, but "making it go vrooom" is not a valid response.

Reza, generally it helps to be a bit more specific with your question. Figure out what you want to accomplish and form some kind of idea/plan/whatever that might do it for ya. If you say,
"I have 3 grand to drop, what should I do to make my car faster?"
You leave way too many things open to any number of possibilities. It's just too vague of a questin to answer.
