Unless you're going turbo or juicing, $3,000 isn't going to make you go vroooom. You can go ahead and get LSVTEC/engine swap/crvtec or whatever, but at the end of $3,000 go out and race one of your buddies in his stock gsr and see what happens. You'll go farther with a turbo kit, although like I said earlier, 3 grand is pushing the envelope.
What bbbradley was saying is that it's pointless to make your car faster if you don't know how to drive it at the limit already. Half of the street racerz who crash the hell out of their precious rides strapped on a turbo the second they got their license and couldn't handle the power (both driver and the car).
Which is why I recommended doing suspension first because you'll actually want to learn how to drive after you realize how competent your car is in the handling department.
