You would need a timing light. Hook it up to your battery the other lead over your number one spark plug wire. Flash it at your crank pulley. The pointer should point at any of the 3 red marks.

Now if its off your cam timing would be off a bit or your ignition timing is off.

Be 100% positive the timing belt is tensioned properly, and the marks on the cam gears correspond with the crankshaft at TDC. If its off by even a tooth, your gas mileage, power, and idle will all be abnormal. How was your gas mileage before the head swap?

If you never set your ignition timing in the first place, or you need to reset the timing belt, you need to get a timing light, rent one from autozone, or borrow one. The cheapest type will work just fine.

You need a timing light to set the ignition timing.

It sounds like you have other problems though, more than likely cam timing. Pull your valve cover, align the crankshaft pulley to TDC and double check the marks on your cam gears. I'm willing to bet this is your problem.

Buying the HELMS is certainly a good investment, but heres a link to download it in PDF format, they require you to register first though.

And here is a step by step on how to replace the timing belt, just follow the steps you need to verify yours is installed correctly.

I just wanted to add that you are idling at 600 rpm, which is low. The tach doesn't start at 0, but at 500 rpm. I believe normal idling speed when warm should be 700-750 rpm.
