If you have water in your exhaust in excess of normal condensation, something is very wrong with your engine and the rusting exhaust should be the least of your problems. So, how much water are we talking here?

To fix it, you would obviously take it to a muffler shop and have them weld it shut or weld a new piece in to replace the rusted section(s).

Is it possible that his cat is kicking so much ass that what we normally see dripping out of the tailpipe is coming though a hole sooner than that?

If your catalytic converter is working well, condensation will be visible from the tailpipe exit and will actually form a drip. Where is your leak visible from?

Water is a natural byproduct of combustion from the engine, not the catalytic converter. NOx is broken down into nitrogen and oxygen and carbon monoxide into carbon dioxide and oxygen by the catalytic elements. Water is not a byproduct of these reactions.

It sounds to me like normal condensation that has built up inside the piping.

When your engine burns fuel and air, part of the exhaust is water vapor. That's the plume of vapor you see exiting the tail pipe. The rust is probably from scratches on the outside. The metal won't really rust in just pure water. It needs salt, and the muffler only really gets exposed to salt from the outside.
