If you have water in your exhaust in excess of normal condensation, something is very wrong with your engine and the rusting exhaust should be the least of your problems. So, how much water are we talking here?
To fix it, you would obviously take it to a muffler shop and have them weld it shut or weld a new piece in to replace the rusted section(s).
Is it possible that his cat is kicking so much ass that what we normally see dripping out of the tailpipe is coming though a hole sooner than that?
