Not really. You can run a piggyback fuel/vtec computer like a vafc, but it will have no where near as much flexability as a chipped OBD1 ecu.
Yes. Vtec has certain parameters that need to be met in order to engage. Proper coolant temperature is one of them. Don't rev it that high when it is cold.

Like Smoo mentioned...your water temp (coolant) and oil needs to meet certain parameters to engage VTEC.
