Tint allowance
if you really don't wanna get rolled for it... don't tint the front 2 at all... a good general rule is if they can't see you perfectly clearly thru ur front windows... they will add it onto the speeding/wreckless/stop sign ticket that your about to get... i have limo(15%?) all the way around and double limo on the back... and never got in trouble for it.. and there is no allowance in CA... but if you don't wanna risk it... don't tint the front 2 and do 35% all the way around
Also keep in mind, if you're fortunate enough as I am to have a black interior, less light will reflect out from inside the car... thus, making tint work better than if you have a light colored interior... my friend's got a black prelude with all black inside, and medium black tint on everything except the windshield... and it still looks like he tinted really dark all around...
most of the time they wont bother you for it unless you are an asshole to them or give them a reason to not like you. you probably shouldnt go any darker then limo just because thats really dark (on passenger windows) doesnt matter on the back one. i had like as dark as the government vehicle's, forgot how dark like 2% or something and never really got bothered but dont go that dark at night you can hardly see out of them.
hehe im double limo... so it's 2 films of limo over... and yeah... at night it might as well be a mirror when looking out the back... if there is any light in the car... i can vaguely make out headlights lol

IMO, it is downright foolish to knowingly violate the state law on window tint. You're just asking to be cited. Stick to what your state allows and don't tempt fate.
Police officers have calibrated light meters that can test tint percentage in the field. So, it's very easy for them to write you a citation that is pretty much uncontestable.
I hate to sound like an old fart, but the law is there for a reason.

my state(co) says the law is 28 and I have 20 on 1 car and 5 on another and never been hasseled. Come to think of it I have never heard of anyone geting a ticket for it. anyway if you dont want to risk it do 35 on only the front 2 windows thats all the law covers and what ever on the rest,except windshield of course. and if u only want to press ur luck a little do like 30 up front and 25 on back. I would not make a huge difference between the front and back windows though cause if their dramatically different u can tell and it looks like shit.
