A nitrous system is just like adding any other mods to your car that would add up to those numbers. A 75 shot is not going to "kill" your engine. Its pretty much along the lines of a cheaper, non bolted supercharger :/

It's going to be difficult to find a smog-legal turbo or supercharger for under 1500. Yes, you could go with a homebrewed turbo system, but IMO it is too risky. Furthermore, a homebrew turbo won't have a snowball's chance in hell of passing CA smog.
If you're spooked by nitrous and have to play the California emissions game, then I'd do a mild N/A build.
$1500 goes into a built head (i.e, cams, retainers, springs, and a bit of port smoothing), intake and exhaust manifolds, a lightened flywheel and catback exhaust. By buying cams and other bolt-ons used, you might even come in under budget. That said, this route won't get you to 200 whp without an increase in compression...

Another alternative is to modify a VTEC head to fit your non-VTEC block. This is more commonly referred to as a "Frankenstein" or "LS/VTEC" build.
But, like the homebrewed turbo, it will not pass the visual inspection in California.
Lastly, there is nitrous oxide.
It's great for straight-line speed bursts, but you have to use restraint when using it on a stock motor. Brett (SN:Master Yodub) is a great resource when it comes to nitrous tech.

I have a question too... just raised an eyebrow, why are you in such a hurry to get your car to 200hp quickly? Build your car over time, do what you can, and get a good feel for it ;p So when something does break, you may have a good idea of what it may be.
