The ITR is basically a 200 HP Civic, so there really aren't a lot of problems. Most problems are owner-induced.
As far as tuneability, I'd certainly aim for buying a car that's as close to completely OEM as possible, or a car whose "improvements" are easily understood (intake, header, exhaust). I'm not sure what else you'd mean by tuneability. I have a cheap Hondata system on mine and it works very well, infinitely tuneable.

Fuel, I'm sure most of the R owners use 93or 94 octane, but the westcoast (cali) guys and gals are stuck using 91 octane...
Like george said not many problems, most are from driver's errors.
Just try to get one with the lowest milage- common sense reasons.

The UKDM cars are also designed for high-octane pump fuels, but I can't remember the method for converting USDM pump/compromise computation octane to UK octane.
I think youi guys are still using the RON computation method.
