Default setting idle/timing on tight budget

Recently -- set the idle screw, going by ear. Works great at idle but now have noticed a few hessitation points as I accelerate down the road.

How do I set at recommended idle and do I need instrument (handheld)?
Chilton idle is at: 700-800 rpm (yet I have heard two sets of #'s on this forum) My hood was replaced so I don;t have the sticker specs on there.

For timing, is this controlled by computer? Chilton says it is but goes on to describe way of adjusting. Timing belt was done about 30,000 ago but I heard these can stretch some after new.

spark plug wires - asked dealer who said these wires NEVER need replaced.
Is this true? Car has 213,ooo mi. A lightweight bull.
