Front sway bar?
You don't really want to go to a thicker sway bar up front. The whole point of going with a thicker rear bar is to bring the balance of the car away from understeer and increasing the roll stiffness in front encourages more understeer.
Oh btw, the '98-up JDM ITR did come with a 25 mm front bar. The '99-'00 Si coupe does have a rear sway bar as well, not sure if it's the same 19 mm as the Integra or something thinner like the Civic EX.
Regardless, the stock GSR front sway bar is the way to go.

Only the '98-up JDM ITR has a different front bar.
I've never heard that the Swaybar for JDM models changed and don't see any reason to think it did based on speculation. The JDM REAR swaybar is 1mm larger but there has never been any discussion about a larger front swaybar.
The 97-01 USDM ITR FRONT Swaybar is 0.94" according to the brochure which is 24mm (Actually slightly less)

It won't bolt right onto and you will need to consider subframe reinforcement to prevent severe camage to the subframe.
I'd suggest looking here: http://www.beaksproducts.com/main.html
Note: The reinforcement kits to NOT gurantee tthat the subframe wwistand up to the forces subjected to it by a larger swaybar.

For all intents and purposes though, we can just say that for an Integra the best thing to do is stick with a 24 mm front bar.
