You usually measure deflection on a belt by twisting it. A half turn either way is usually good tension. They also make tools to measure deflection if you want to be precise, but for belts, I find the twisting method usually works well.

what belt are we talking about here? the timing belt or the throttle cable?
We just tightened it up til it was good and snug and there was NO slack in the line at all . . .it didnt make a HUGE difference but it gives a lil more response
