you can rig some type of adjustable wastegate up, or buy a different one that doesnt rev up ur turbo so high when there isnt alot of load on the engine, sounds like the wastegate is pulling alot of exhaust gases off and reving up really fast, which can be a good thing better response and less turbo lag??

Well, the reason I asked about the wastegate is because internal ones have been known to accumulate carbon deposits which can force more exhaust through the turbine, and hurt the performance of the wastegate, which leads to the higher boost you mention.
I would start with a careful and close inspection of the wastegate and associated components.

Since this has been moved to engine tech I'm going to clean it up. No offense to those who have had their posts deleted.
With the driving boost increase and the pressure in neutral I would take a look at your wastegate. Both would seem to stem from the same issue.
