every hp rating you'll see from the manufacturer is hp measured at the crank. there's usually a ~15% loss of power through the drivetrain. jdm itr b18c's are rated at 200bhp not 220.

there are alot of b16s making over 300 on stock blocks, after that new rods would be adviced, personally I would stay with oem valves cuz there is nothing wrong with them for the HP you are looking for, crower 304s are a great cam go to google and type in most HP on stock b16 and get a few ideas
