250 HP and 10K? Hmmm, well, for 12K, at Summit Racing, they have a 270 HP B18 crate motor built probably better than what you could dream up. They also have a turbo version (lower compression). If you were to copy what they did (assembling it yourself) you should be in the $10K ballpark.
I have dreams of seeing that turbo version in my 85 crx (sleeper version) with a mild street boost. But first I'd have to buy stock in a tire company and hope the stock dividends, due to my tire purchases, would keep pace with the cost of the speeding tickets I receive.
