Default No Start 2000 Civic Hx Manual

I recently swapped an engine into a 2000 honda civic hx vtec e with 70000, I am unable to start the car. Engine swapped was the same as the original. Car turns over but doesn't start. Checked fuel pump and made sure fuel was getting to rail. I have fuel to the rail, also tested spark plug wires and have good spark. Did a compression test got just under 180 psi on 3 cyclinders and 140ish on cyclinder #2. Added oil compression came up alittle. The minimum is 130psi according to chilton. Anyway I pulled the plugs and noticed they are pretty wet not with oil but fuel. So i believe I am very rich. Installed new plugs. Checked the pgmfi relay for fuel injection, checked out ok. Also have power to relay. Pulled fuel injectors, very dirty, cleaned each and cleaned inside seats as well. Resistance on each fuel injector was ok 1.5 ohms. I have changed the ecm as well from a working car. Checked all connectors, grounds all looked good, No check engine light. Also changed Engine Coolant Temperature sensor. Ran obd2 , no codes. Any suggestions on what my next move would be?

First, pull all your plugs and let the fuel evaporate from your combustion chambers. Did u check for spark? If you have fuel and compression then it has to be spark related. Maybe your igniter (coil) inside the distributor is pooched. While your in the distributor check your cap and rotor. is it dirty or worn? is there condensation inside (water)? How old are your plugs and wires? are the plugs gapped correctly? Check and post with results.

I have a good spark, changed cap and rotor.I have New Plugs and correctly gapped. wires are ok . I will check the igniter. Thanks for the suggestions any thing else that might put alot of fuel on the plugs? Any inputs are grealty appreciated.

If you have fuel spark and compression but your engine won't start your still dousing your pistons and plugs with fuel as your car tries to start, if it doesn't start within a few tries you've probably flooded the engine. Double check firing order and all your grounds. Is you engine cranking slowly? Try cranking the motor by hand, if it is hard to turn it could be a seized water pump (not the first time i've seen this).
