Default ECU and emissions

The state I live in uses the OBD port reader test rather than the tailpipe sniffer test. The OBD test basically checks to make sure you don't have any CELs and that all your emissions systems are operating correctly. OBD2 cars ('96 and newer) get this test while all OBD1 cars ('95 and older) get the sniffer test. OBD2 cars with OBD1 conversions, JDM ECUs, and other non-OBD2 engine management will obviously fail the test (this happened to a friend of mine with a '96 Civic with a JDM ITR swap).

I have a '00 Civic Si with the following parts: Icebox, 70mm TB, ITR IM, Prelude 290cc inj, PR3 head milled .020", Mugen head gasket, Skunk2 stage 2 cams (+2, -1), TODA header, high flow cat, 2.5" exhaust, and a Apexi Power FC.

On to my question, would the stock Si ECU be able to run the car with these parts and not throw a code so I can pass emissions?

As long as the Power FC is tuned, it should be just fine.

the power FC is a full standalone, that elimiantes the factory ecu?

I would consider dropping in some 240cc injectors (with the stock ecu), and driving it easy for I think ~50 miles. The emissions center will not run the test on a car if the ecu has been reset very recently.

Stock ecu should run your car, just take it easy.

FC (RX-7) guys generally don't use the Power FC, so I thought it was an overpriced piggyback or something. When someone mentions standalone EMS to me, I think Haltech/Wolf/Microtech.

In that case, I second the motion for 240cc injectors.

You will not be able to pass any smog check legally with what you have. Even if you have no MIL. I would suggest you take out the Skunk2 cam and the hi flow cat better not be hollow. The cams have too much overlap and definitelay your HC and CO will be high.
