i ended up passing smog with a B18B modifed with non-smog legal bolt ons. i did put the stock intake back. the smog ref looked at the motor, smiled and continued with the test.

--i think you only need a ref in cali to look at your motor if you're having difficulty with smog or if you want to register the motor for insurance purposes. :thumbup:
