Of course you want to go VTEC.
Advantage: 30 extra horsepower and higher rpm performance than non VTEC engine of same size. Being able to blow the doors off of most other civics and seeing their jaws drop in amazement when you do it in a car that came from the factory with what, 92 horsepower?
Disadvantage: a little pricier than a non-VTEC engine. MUST use premium fuel

Use a B18A1. It's virtually the same mechanically and in performance. The 90-91 B18A1 is OBD-0, so wiring is simple.
Plus, if you buy a B18A1 in a swap, you get a cable transaxle and 90-93 Integra axles which also makes life much easier.

b18b1 motors are non-vtec. If you're asking to go frankenstein(non vtec engine w/ vtec head), I would recommend against it unless you're very familiar with swaps and understand engines well.
As Kai recommended, I would go with a b18a1 instead. It's MUCH easier for wiring, and has only 8-10hp less.

i say if ur gonna put a new heart in that lady u driven, u should go wit a b16a1 or straight b18c1. i say Ls is much a waste of time to swap i think... . wait till u hear that v-tec screams, damn thats my b*tch ahhahahhah.
