It does not turn on under normal operation of the car. So, I did the paper clip in the connector trick. Fan operated in same fashion (won't kick on under normal operation, only when car is off, or compressor kicks on). So, does that make it the fan relay? I should have my Helms tomorrow, but thanks for the tips in the meantime.
On my '98 Accord there's 2 relays, one for each fan. They are triggered EITHER by the engine's fan switch closing the ground, or by the ECM closing the ground. Apparently the ECM knows when the AC compressor is engaged.

So if the fans run with the AC then the relays are OK. Start looking for open circuits to the fan switch & from there to ground.

Check your Helm book to see if '95 is much different. My '95 Integra is different, but if the AC can run the fans, that means the relays are OK.
