they aren't charging labor because it is the same labor to clip the seal and to change the above mentioned parts.

Just tell the Dealer you know that others have gotten the job done for the price of parts only and want the same. They should not charge you for labor they were going to do for free any way.

I just got off teh phone with my local honda dealership and they said that they wont do everything at once for labor free.

They told me that they can change the oil seal without taking everything apart.

Therefor they will charge extra for labor while changing teh water pump and teh timing belt. $530

Now what do i do???
Im going to call some other honda dealers and see whats up.

They wont do the labor for free! Here's what they will do though. Since getting to the Oil Seal uses some of the work needed to get to the water pump and timing belt... they will give you a discount on the other labor... I got all labor and parts free on the timing belt and oil gasket because mine blew and ruinded the timing belt in the process... but I only got a small discount on the labor for the water pump and other drive belts... Hope this helps!
