Default 6th gen: FOG LIGHT help please

k, my dad set up my fog lights but i dont think this is right. when i push my fog light button, they only turn on when i turn off my head lights.

ex.
-Head lights off + fog lights on = fog lights on
-Head lights on + fog lights on = only head lights, fog lights turn off

is this how its supposed to be? if not, can someone tell me how to fix it?

Yap, something wrong. Should turn on with low beams(with switch on)
and turn off when high beams are on. OEM kit?
