Default 89 Accord Idling to fast

I have an 89 Honda Accord. I was driving today and when i went into neutral the rpm meter went up to 2500 to 2000 rpm. It will not come down it just idles at this speed. I should mention that since I bought the car when I first start it usually idle at this speed, but I give it a little gas and it drops down to around 1000 rpm. Now it seems that something is stuck or I have a vacuum leak. If someone has had the same problem can you give me some tips on how to fix this problem
Thanks Ruger

IACV (Idle Air Control Valve). Screen needs to be cleaned or the valve needs replacement.

Did you solve the problem yet? If not, it's probably a faulty Frequency Valve C since my '88 Accord had the exact same problem several years ago. I did some troubleshooting and discovered that my Frequency Valve C wasn't working properly.

I bought a used one from Matta Motors(www.mattamotors.com) for around $40 and I was told it was a very common problem on 86-89 Accords.

We never even established if it was a fuel injected or carb'ed vehicle, so no advice given will be of any use.
