Think of it as a wheel and low pro tire........Tire is where the pad hits wheel is where it does not... I need more sidewall (More pad touching)

so you have a gap between where the top and bottom of the pad touch the rotor? or just the top of the pad touches and the bottom does not?

Here are a couple Pic.s You can see that it's not wearing correctly also That Rotor is like 3 Months old and it's already rusting Ahhh Sears Genuine Parts

Most rotors are going to rust when they are exposed to moisture. Its bare steel what else do you expect?

The rust is normal. What isn't normal is how the rust isn't rubbed off evenly under the pad. Pull the caliper pins, remove the pads. Look for something uneven at the pad backing plate. Maybe the shims or anti-rattle springs are installed wrong? Maybe it's something as silly as a piece of crud in there, so the caliper isn't pushing evenly on the pad.

More serious things to check for...
Caliper or it's bracket is bent, so it's not perfectly parallel with the rotor.
Caliper slide pins are badly worn, so they're rattly/loose in their holes.
