I contacted the seller that I got the compressor from, off of eBay, and confirmed that it was drained before shipment. In the end, I paid a shop to replace the dryer, vaccum the system, put in esther oil, and recharge with R134. Yes, there is no sight glass. It is and has been working very very cold!
