b16a3 or b18b for my 94 civic coupe?

If you do that and only that, don't rev it above 6800RPM or you risk severe engine damage. LS/VTEC hybrids make a lot of power above 6800RPM, but the block isn't strong enough to take it with stock guts.

I am 17, live with my parents, have no bills and work at an antivirus software company. I have money to spend (I would like to keep the engine work around $3000-4000 though), so it's not like I'm poor; what else should I get?

Hmm...

A Z10 Engineering block girdle (or a modified B18C girdle)
Crower rods (or shotpeened stock rods)
P73 (Type R) pistons (for N/A)
ARP head studs

A full balancing including knife edging the crank woud be really nice. An unblalanced engine is more failure prone then balanced ones at the same RPM. A lightened and balanced system will also rev higher, safer.

That's just the block, a lot of fun stuff can be done to the head too, like:

Porting and polishing
High rate valve springs
Titanium valve sring retainers
Cams (I like Crower, as they are not too expensive and will make any grind you like with an impressive selection of specs they mass produce)
Cam gears
Valve job

..lots of stuff. You can burn through $5000 easy on a Honda engine, just don't forget: a $5000 turbo build will be faster then a $5000 N/A build.

that's true, I just hear that there is more maintenance involved with a turbo'd car

What kind of maintenance will I be looking at if I boost a b18b at about 6 - 7psi? and what kind of shape would the engine be in a couple years?

nothing much really, just make sure you idle the car before you turn it off and pay attention to the oil. Get it tuned with a wideband 02 and run 91+ octane gas in it at all times.

damn, maybe I will turbo now. I though it required all this extra crap you had to do every so often.

which parts should I change before I turbo?

i'd definetely get at least a 2.5" exhaust and a heavy duty clutch (ACT HDSS, CM stage 3 etc etc) everything else is really part of the kit. The intake/header parts get replaced by charge piping and turbo manifold. Get your fuel management ready as well (i reccomend the AFC hack if you are on a budget, hondata if you are not)
