yah a bigger diameter wheel size makes it harder to turn over the wheel which makes it slower, smaller wheel diameter makes closer gear ratios but at the same time may make it to where ur car can't break 100 mph, smaller wheel size is easier to turn, requires less torque, just think of it in the terms of physics, its harder to turn something with a bigger circumfrance because the wheel is travelling a bigger difference

you want something light regardless but a bigger wheel diameter means its harder for your engine to turn the tire which means ur car will go slower, plus lower profile tires wear out quicker than say 215/40/r15 or 16s

This doesn't really have to do with Engine Tech. Moving to Civic 1992+.

They will fit, but most likely you'll experience some rubbing either when you turn the wheels or when you hit bumps and potholes.

Aesthetically, they only look decent when complemented with a body kit and the sorts. 18's on its own looks pretty ridiculous.

Yes, it would slow down the car, if not by the weight of the wheels, then just by the sheer fact that it's harder to turn a bigger wheel than it is compared to a smaller diameter wheel.

If for some strange reason you still feel the need to get a set of 18's, make sure that you get a 18x7.5" wheel with at least a +42mm offset. Mate that with 215/35/18 tires.

Personally I wouldn't go with anything bigger than 17 inches. If you are looking for speed, go 15" or maybe 16". Personally I have 17" on my car. I can tell you from experience that you will probably want no wider than 7". With my drop kit my 17x7 wheels don't rub. On the other hand, the 17x7.5 rims I put on there to test fittings rubbed like a SOB.
