yah a bigger diameter wheel size makes it harder to turn over the wheel which makes it slower, smaller wheel diameter makes closer gear ratios but at the same time may make it to where ur car can't break 100 mph, smaller wheel size is easier to turn, requires less torque, just think of it in the terms of physics, its harder to turn something with a bigger circumfrance because the wheel is travelling a bigger difference
