IMO lowering springs are better but if ur not sure how low u want it then coilovers are always good in that situation, they have this piece that goes in the bottom of the spring and most likely it will come with a tool so u can adjust it by pulling the top half one way and the bottom half the other. I've had different experiences with coilovers so i wouldnt be able to tell ya exactly. hope i helped

and no the skunk2 coil overs don't come with struts. They are just a sleeve.

sorry noob!
So that link on ebay isnt plug and play?
OK, the skunk 2 setup you are looking for seems to be a decent entry level set up, I don't care for it because it does not have dampning adjustment, or a seprate ride height/ spring preload setting, but if you are just looking to slam your car, they should work pretty well. Then you have the option of the so called coild over that goes on your orginal strut, basically a threaded sleeve, and a short spring, even though these are much cheaper, stay away, within a few months of these on your side, your struts will be junk, so if you plan on going with this, plan to buy struts that were designed for lowered cars. Hope this helps, oh by the way dont' forget to get your camber kits no matter what option you go with

about the camber kits w/c is a good low priced one?
+1 i had these on my 99 coupe. easy to install, dont need any spring compressors, a decent ride, and they hold there own when u push thru the corners.
just adjust height and 4 wheel alignment?
im also wanna get an ASR sub frame brace w/ some sway bar and lcas
For your budget, I recommend Tein Basic Dampers or a used set of the Super Street version. You will get a better ride quality over the Skunk2 and Omni. Tein USA provides support such as rebuilding.
Another option is a combination of Ground Control coilovers and Neuspeed/Koni SP3 shocks. You can add little things like the Ground Control tophats for 3/4 in more travel and Koni bumpstops to lessen the impact of bottoming out. A big plus is that you can change springs with different rates for street or track. You could get the tophats later if you need the extra travel, since the SP3 is already a shorten body shock, to keep yourself under budget.
