So your temp gauge is stuck at the "C" position (it never goes up about halfway)? If you've changed the temp sensor, have you tried changing the thermostat? If you temp gauge never goes up, it could be that your thermostat is stuck open. And if you did change that, it might be the radiator fan and/or motor.

The thermostat works because when the car was warming up, I put my hand on the lower radiator hose and it was cold(thermostat closed), and after 4 or 5 minutes it got hot(thermmostat opened). The fan works because I wired it directly to the battery and it turned on. Who knows maybe I'm just going crazy. The fan may work. When the car is left idling for 10 minutes or so, should the fan come on, or do I have to rev the engine for a couple of minutes for it to kick in? But then again, I read somewhere that both fans should automatically turn on when I turn on the AC, and it doesn't. Is this true?
check your relays...i had one out in my daily driver hatch (on the a/c compressor fan), and didn't even know it until i put it into my other hatch. it's a common relay, there's at least 3 in every civic.
