The thermostat works because when the car was warming up, I put my hand on the lower radiator hose and it was cold(thermostat closed), and after 4 or 5 minutes it got hot(thermmostat opened). when you turn on your a/c, the compressor fan (drivers side) should kick on when the compressor is running...at least, that's how mine work. the other fan (pass. side) operates off of the temp. sensor, and the relay makes it kick in. if your gauge works, your temp. sensor works. my bet is you have a bad relay.
check your relays...i had one out in my daily driver hatch (on the a/c compressor fan), and didn't even know it until i put it into my other hatch. it's a common relay, there's at least 3 in every civic.
