im trying to tackle the same problem. so far the culprits mentioned are the IACV, FIVC or air in the cooling system.

had the same problem.... I solved mine by replacing my intake air temperature sensor... hope this helps.. later mike

I solved the same problem on my b16a and my roommates b18c by replacing IACV....also if your PCV system is not hooked up properly, or your pcv is going bad this will happen as well, that is why my buddies GSR had a fluct. idle.

I just fixed my high fluctuating idle by rescrewing the piston back in the FITV. I believe these are only found in the OBD1 setups.
