2. Replace the fuel filter.
3. Replace the air filter.
4. Change the oil and filter.
5. Change the spark plugs.
6. Change the spark plug wires.
7. Change the distributor cap and rotor.
8. Change the PCV valve (if equipped).
Follow manufacturer reccomendations for the parts.
A tune-up is just filters, plugs, wires, cap, rotor, PCV valve. It doesn't require an oil change, but many people do get that done as well.
The noise you're hearing is probably an exhaust leak. Put your hand over the muffler tip (after a cold start) and see if it gets any quieter. The car should stall out if the exhaust pipe is all sealed up. If it keeps running and won't build up pressure when you cover up the tip, then you have an exhaust leak.

You can do fine with parts purchased from Auto-Zone, Advance, Pep Girlz, etc... but no aftermarket plug wires will last as long as OEM Honda wires from my experience. Doesn't matter if you do tune-ups regularly, but if you're the type that expects them to last forever, you'll be disappointed with aftermarket wires. OEM wires won't last forever, though... usually just last longer before needing to be replaced, but they usually cost 3x as much.
Edit: I've used standard NGK plugs in all of my imported cars and never had any hint of a problem. They've worked better than any plug I've ever used. I change plugs every 15k miles or (in the GSX's case) less. They're only like $6. Platinums are worthless to me. I'd rather change the cheap ones more often because no spark plug will ever increase your coil's output. New copper plugs work better than old platinums.
Befor you even touch anything under your hood. Go buy a Chilton or Haynes Manual for the model and year of your car, this will help you alot. It keeps you from breaking things you dont know much about. Like taking off your rotor... Some people have problems with that.... Somone on here (remains nameless) decided that he needed to break off the plastic guard to remove the set screw that holds on the rotor, instead of turning over the engine so it lines up with the slot in the plastic so you can get a screwdriver in there to remove it...
Get NGK Plugs, and make sure you gap them at the correct gap. Donot buy Platinum. And copper plugs can foul out if you live in an area with high humidity. Also make sure you get the correct heat range.
I have had alot of experience with plug wires, and have had 6 different brands on my D16Z6's. Autolite, Autolite NASCAR, MSD, Mallory, Accel, and OEM. The best I have found for the money, is Accel thundersport 8.5mm and I believe they are 150ohms of resistance per foot? not positive on that tho, they are about $65.00 at schucks, or autozone.
OEM cap, and rotor.
Get a K&N drop in airfilter. Much beter flow, and wont have to ever replace it (just clean every 100k.).
But I clean all of mine every 10k. And replace every 100k. (peace of mind)
Alot of people use Castrol GTX oil, but that is all up to you. Dont go to some shop that will put some no name brand oil in your car, make sure its an oil that is well known. And you should never pay more than 20$ for a shop to change the oil and replace the filter. DONT FORGET TO REPLACE THE FILTER!
