my 4x4 I used a dremel tool and cut the lug in half and replaced the Stud
Thats exactly what they did, but it was a two hour job, so it cost a lot.

Yes. usually it's about 80lbs that you want to torque your lugs. Back in the day when I worked at Sears Auto bustin tires, we had torque bars for the impact guns; it's basically a long skinny 1/2" drive extension for the impact that is somewhat flexible and keeps you from over tightening the lugs. There were different color coded bars for different amounts of torque. Then we had to use a regular torque wrench once the car was on the ground to finish tightening the lugs.

Anyhow, back on topic. Sorry they ripped you for $200. A stud and lug probably costs them well under $10 so that's at least $190 in labor. Labor is usually around $65/hr so they quoted you almost 3 hours to get that shit off Which isn't all that uncommon; they usually over quote their times quite a bit but... that's how they make money. You see, that's why I don't go to mechanics for shit.
