And even if they did need to, they are allowed to use aircraft from Andrews AFB to fly, i'm pretty sure they can get there.
They dont need to fly to Istanbul... it's just that Istanbul is right in the middle between asia and europe. It's a great point to compare range of different airplanes.
Also the cost related to refuling > initial cost.
EDIT and no... the 450 would not be able to fly from Washinton to Istanbul either.
