When I was on drugs I was a piece of shit lowlife, I have never made any excuses for who I was or what I did and if this had been the policy at that time then it probably would have saved the world some headache. But it wasn't and I was smart enough to get my head out of my ass enough to return to a productive member of society.
The odds were against that happening but I beat them so if this were policy the benefits would outweight the drawbacks...and I believe this 100%
