If you wanted to cut the price a bit you could use the asus p5b motherboard and an intel core 2 duo. im using the P5b with a pentium 4, 150gig raptor drive, 3 gigs of ram, and a crappy vid card.

I'd search around for sales for the psu. I got a 500 watt psu for less than 50 when I did my build. There are sales all the time.
