It is pretty self explanatory. It simulates an O2 sensor signal to fool the computer into thinking everything is ok.
Since you are still running OBD2 and the cat you replaced the stock one with isn't sufficient, it will throw a code every time. OBD2 is picky, so you need to eliminate the secondary o2 sensor somehow to get rid of the code.
