And people can't create false documents and enter this country now? As far as I'm concerned, our border already is open if we have a problem with illegal immigrants.

Hence the random inspections of employer's facilities and staff. If an employer is caught employing a worker with expired docs, there should be huge fines involved. This will deter people from allowing them to continue working without renewing the docs. And as for not renewing their papers, sure, they could still live in the US and not get caught... But who is going to hire them if they run a risk of paying thousands of dollars in fines for having a worker with expired papers. See, it's all covered in the plan.
