Many people voted for Bush on the idea that he was a man of action and since the action was currently in play don't switch horses mid race. It would take longer to get a new pres up to speed on all that was going on than to keep the current one in office. It is also proven that no president has been voted out of office during a time of war, so Bush had his seat pretty much sealed in stone.
