You can still open the hatch without fixing the broken actuator (approx. $65) with your key. Turn the key hard clockwise and while holding the key in the turned position lift the hatch with your free hand.
I did this for almost two years before deciding to fix it myself. My posts (linked above) tell you the part # and a place where you can buy it. It's a pretty easy fix once you have the part.
Good luck, I hope this helped. And, for those of you reading along, I'm pretty sure the electric hatch actuator replaced the cable latch/lever near the driver's seat in '98.
